My best suggestion is to check two places: Pop Warner (their website can direct you to the nearest organization) or your local park district. If either one of those don't guide to you to the right spot always check with the high school football coaches, they knew all too well where young players need to go. Generally, sign ups are sometime between Feb and April. It's a good idea to have checked by January where you would need to go. Good luck!
