Does the runner going to 2ND have the option to go back to first therefore having to be tagged to be out at 2nd or is it a force?

Tag play at second base.

No force at second..the runner must be tagged.

No force out, you must tag the runner. It helps if the first baseman yells "TAG" as she throws it to second.
