What area of Wilmington does the "Weplay" org cater to?

I'm looking to energize youth mentorship participation in the african-american community . When I grew up there sports was a very big part of my upbringing and from what I hear (not saying its factual) youth sports in the african-american neighborhoods has vastly eroded.
