I think a 31 inch bat might be accaptable for you..

My son is 10 and he plays on a tournament team. He uses 29/19.5oz and a 30/20oz bats. I would say it depends on the size of the child also. Mine is about five feet tall and weighs about 120 pounds.

put the bat standing up at his feet if it goes up to his belt line then it is ok
