Depends on the type of league your area is sanctioned. Usually stealing bases begins in the 10 year and up ages.

Most 10 and under catchers are not going to be able to make an accurate throw to 2nd. Many 12U players can't even make that throw. The idea is to prevent the game from getting out of hand where every base hit turns into a double.
