Depending on what the setting is for this league is, publicity in the local paper and/or churches.

Agree with Jeff, in addition place a flyer at the local recreation center, engage parents in the team process.

Firstly what age groups ar eyou seeking? Secondly what ways have you done it all already? Have you sent your coaching staff to talk to girls, hung around at the parks where girls may be playing? What type of team? Traveling team... Community Team etc? There are many young girls in Iowa seeking for a team. Maybe even creating a myspace or face book page or even a website may help get you more exposure to your demographics. I designed www.mercadel.net for a traveling team here in California and they have had over 3,000 local hits. So if you need any futher help in this area, I would love to help you out!
Good luck, and please respond with more details so you can get a better, clearer answer...

Here in the Northwest, our AAU Division has a section for "Teams looking for players" And "Players looking for teams" I have fond this to be extremely helpful. I agree that when we know a little more details, we can help you with more advice! Good Luck to you!

My daughter and her softball teammates are going to play on an AAU basketball team. Maybe search the web and find out your local NSA, USSSA, and etc. (softball organizations) and ask the coaches to invite players to try out for your team!
