The IOC did not designate the planned 1916 winter events as official Olympic Winter Games. The issue became moot when WWI intervened. So, it's probably not accurate to say that the 1916 Olympic Winter Games were cancelled. There were no officially recognized Olympic Winter Games to cancel.
