With shoulder stands, it's called a 2-2-1, and it's legal in college (and maybe high-level all-stars?). The rule for high school is that a base must have at least one foot on the floor/ground at all times. Since the bases for the third level have their feet in other bases' hands and not on the ground, it is illegal.
