Mechanics are always first. When speed and control are struggling, go back to the basic form. Speed and control are byproducts of good form, and practicing good form. Once the form is there, you can begin the games/activities that target speed and control.

Ken is correct, the basic of any skill is establishing the correct basics. Majority says that control should be next then followed by speed and some say other wise. Just make sure not compromise speed when you're practicing control and vice versa
