Most cities provide adult softball leagues through their parks and recreation departments. If they don't have any maybe it's because there hasn't been enough interest. If that's the case, gather a group of your friends with similar interest and solicit support from your city. You are paying taxes to maintain your parks, therefore you have the right to use them for your legal organized activities.
Just do it!

No problem. I'm pretty sure you'll find a lead on a league in the above links. If you're a pitcher, there is a men's league in NY that tends to have a few girls in the circle.
