the way you get faster is running as fast as you can everyday for about 1 hour but remember drink a lot of water. and run far distences so you ca run faster so your legs can get use to the speed.

Well, the 60 is not a measure of speed, it is a measure of quickness. You need to perform quickness training but also note that you'll peek out and your body will only allow you to be as quick as it be. That being said, most people focus their attention on speed and really fail to maximize their quickness. Improve your quickness and you'll find yourself in the top 10%... your "faster" aspects will follow. Think about track sprinters( 100 yards)... getting out of the blocks is 90% of the race. So quick feet and quick legs should get you there.
