How is it possible for one man to cheat a team of 10 year olds out of advancing to the next round in the State tournament?

We were at the Babe Ruth State Softball Tournament in Kenner, LA this weekend. The officiating was so bad that in both of our games that the only points that the other team scored was off of walks. It was so obvious that it was a one sided game.
